Asset Management

Strathfield Council is responsible for approximately $514.36 million in physical assets (approximately $118.5 million in land and $ 395.86 million in in built assets) to support its delivery of services to the community.

Strathfield Council has developed a framework for embedding asset management objectives and principles. These principles are aimed solely at managing Strathfield Council’s community assets to give the best possible long-term services to Strathfield Council’s residents, ratepayers and visitors.

Strathfield Council commits significant funds to asset management and currently spends annually about $5 million in maintenance, plus $12.94 million in renewal and upgrade of the critical infrastructure assets.

With a growing infrastructure asset portfolio, Strathfield Council needs to carefully manage service levels within funding restraints to cater for an expected population increase and efficient management all our assets.

Biodiversity Conservation Strategy and Action Plan

Council aims to enhance biodiversity across the municipality through forming partnerships with the State and Commonwealth Governments, catchment management groups, Bushcare groups, and the local community.

CCTV Programs

Strathfield Council uses Closed Circuit TV (CCTV) for programs to improve community safety.

Community Engagement Strategy

Community Participation Plan

The Strathfield Council Community Participation Plan (CPP) sets out how Council undertakes community participation in regard to planning and development.

The intention of this plan is to provide a single document that sets out all of the Council’s community participation requirements under planning legislation, including all minimum mandatory exhibition timeframes in the Environmental Planning and Assessment (EP&A) Act 1979 and relates to the planning functions of Council as set out in Schedule 1 of the Act.

This plan replaces the former Part L of the Strathfield Consolidated Development Control Plan, which set out controls for notifications for the development process.

Community Strategic Plan

Strathfield 2035

Strathfield Council has a responsibility to formulate and pursue the community’s visions and ideas, provide civic leadership, deliver key services and express local ideas and concerns about important issues to other levels of government.  The Strathfield 2035 Community Strategic Plan sets out the long term goals and strategies for the Strathfield community until 2035.

Strathfield 2030

The Strathfield 2030 Community Strategic Plan applied for the period of July 2017 – June 2022. In July 2022 it was superceded by Strathfield 2035. It was revised and updated annually and is made up of integrated plans and reports which include:

Delivery Program and Operational Plan

The Delivery Program is a fixed-term four year plan, designed as a single point of reference for all projects and services to be undertaken by Council. Plans, activities and funding allocations are linked to this Program.  The Delivery Program sets out how the goals and strategies of the Strathfield 2030 plan will be implemented.

The Operational Plan is a subset of the Delivery Program and is prepared annually in line with a detailed annual budget and statement of Council’s Revenue Policy, including proposed rates, fees and charges. It sets out individual actions for each project, activity or service to be undertaken and targets to achieve for a year of the Delivery Program.

Resourcing Strategies and Plans

In order to achieve the community’s long term aspirations and needs identified in Strathfield 2030, Council analyses and assesses its current and future capacity and resources (including staff, assets and finances) to carry them out and details these in Council’s Resourcing Strategies.

The Strathfield Council Resourcing Strategy consists of Long Term Financial Plan, Asset Management Strategy, Policy and Plan and Workforce Management Strategy.

  • The Long Term Financial Plan reflects Council’s desire and capacity to deliver the strategies, initiatives, works and programs identified in the 2030 Community Strategic Plan and in the 4-year Delivery Program.
  • The Asset Management Strategy includes an overarching Asset Management Policy identifying all built assets under Council’s control and risk management strategies for them.  The Asset Management Plans provide more detailed information on different classes of assets.
  • The Workforce Management Strategy and Plan addresses the human resourcing requirements of Council’s four year Delivery Program.  This strategy and plan ensures Strathfield Council has the people and the capacity to implement its strategic direction and delivery of services.

Delivery Program and Operational Plan

The NSW Government introduced the Integrated Planning and Reporting framework in 2009 to assist councils in delivering their community vision and goals through long, medium and short-term plans and reporting.  The purpose of Strathfield Council’s Delivery Program and Operational Plan supports the delivery of the Strathfield Community Strategic Plan. 

The Delivery Program is a fixed-term four year plan, designed as a single point of reference for all projects and services to be undertaken by Council. While the Operational Plan is prepared annually in line with a detailed annual budget and statement of Council’s Revenue Policy, including proposed rates, fees and charges. The Operational Plan sets out actions and performance measures for the delivery of projects, programs or services for a financial year period.

Library Services Strategy

LEARN ENGAGE CREATE

The vision for Strathfield Library and Innovation Hub is to be a welcoming destination that provides a range of facilities, services and programs over
the next four years to enable customers to learn, engage and create.

The vision for the library service is to provide opportunities for people to access information and resources to grow their knowledge and learning.
Learning may be developed through programs, reading, research and on line material to improve literacy, knowledge and technology skills.

Strathfield Library will be a partner for learning opportunities and will offer space for collaborative learning that enhances creativity. The library will
also provide technology and information support to facilitate the development of new ideas, and from this the community gains social capital.

The Library Services Strategy 2023 – 2028 outlines how this vision will be enacted.

Plans of Management

Councils are required under the Local Government Act 1993 to classify all land owned or managed by Council, including Crown Land, as community or operational land.  The majority of land managed by Council is community land, which is dedicated for community uses such as parks, natural areas and sportsgrounds.

All community land must be managed in accordance with a Plan of Management. Plans of Management identify land use categories, the important features of the land and any buildings or improvements, outline how Council will manage the land and specify how the land and any buildings may be used or developed (including leasing and licensing).

Council has been undertaking review and preparation of revised or new plans of management over 2020-2021 including new Crown Land Plans of Management.  Current and previous consultations and public exhibitions of draft plans can be found in the Have Your Say section of this website
